The government has announced that the Telecom Regulatory Authority of India (TRAI) has implemented several measures to ensure the safe transmission of text messages and the tracing of senders of commercial messages. To improve message traceability, TRAI introduced traceability guidelines in August, requiring all access providers to trace all commercial messages from senders to recipients. Companies were initially given until 28th October to comply, but the deadline was later extended to 30th November to allow time for technical upgrades and the chain declaration by senders of commercial messages.
The Communications Ministry stated that, as a result of these efforts, more than 27,000 Principal Entities have already registered their chains with the respective access providers, and further registrations are progressing rapidly. Access providers
continue to issue warning notices to Principal Entities and Telemarketers who have not yet implemented the necessary changes.
The Ministry has further directed access providers to ensure that Principal Entities and Telemarketers submit their chain declarations by 10th December. Providers have also been instructed to continue issuing daily warnings to those who have not complied with the PE-TM chain binding requirements.
The Ministry emphasized that starting 11th December, any messages where the chain of telemarketers is not defined or does not match the pre-defined chain will be rejected. Principal Entities, PEs and Telemarketers, TMs are urged to expedite the declaration of chains, as any message failing to meet the traceability regulations will be rejected.
