The State government on Thursday issued orders lifting ban on transfer of government employees and teachers for a period of 22 days with effect from May 25. The ban on transfers will come into force again with effect from June 16, 2018.
The ban was imposed on May 17, 2013, on all transfers except in respect of certain cases referred to in GO MS no 119 of the Finance Department. It was relaxed consequent to the decision of the government to consider the transfer pleas of the employees.
The transfers would be considered based on guidelines recommended by the committee constituted with senior officers under the chairmanship of Ajay Kumar, Special Chief Secretary to government.
According to the orders issues on Thursday, no person shall
be transferred before completion of two years of service in a particular station as on May 31. But the conditions need not be followed in respect of transfers requested on spousal grounds and in case of employees transferred and provisionally ordered to serve in new districts in October, 2016.
Besides this, no person shall be retained beyond a period of five years of service in a particular station as on May 31. Employees who are due to retire before May 31, 2019, shall not be transferred even if they have completed five years of service in their present station unless they make a specific request. Not more than 40 per cent of employees in any cadre should be transferred to ensure there is no dislocation of work.
