Each collector will get `3 crore, which will be kept at his/her disposal and the collector can utilise these funds for emergency works and to meet expenditure on important or pressing works.With this, the district collectors will enjoy equal financial status on par with MLAs and ministers. The state government is giving `3 crore per year to each MLA and minister per year under Constituency Development Fund.
The first district collectors’ conference after reorganisation of districts in the state was held at Pragathi Bhavan on Wednesday. Rao directed the collectors to prepare a district development plan for each district with a motto of “know your district and plan your district”.
Addressing the collectors, Rao said the state was reorganised into 31 districts to being about more efficiency in administration. He wanted the collectors to use the funds allotted to MLAs, ministers and MPs for betterment of amenities especially at hospitals.
“Each district has about 3 to 4 lakh households now. The collectors and SPs concerned should have all
the data about their district. The district annual plan should be prepared based on the socio-economic-geographic and other district specific needs and resources,” the CM said.
Rao further added that all districts need not have a one common blueprint for the annual plan. “Know your district, plan your district is the motto. The plan should be made in tune with the locally available resources, needs and demands of the people. This resource-specific planning should happen in each district,” Rao directed the district collectors.
Rao said that in the past several governments with different ideologies implemented many programmes and schemes. “Yet, there is a simmering discontentment among the people. We have to find out the reason for it and where exactly things went wrong. We have to identify what exactly the people need and try to figure out solutions for them,” Rao said.
Rao also cautioned collectors and SPs that if the discontent among people crossed its limits, then some vested interests may take an undue advantage of it.
