Chief Minister K Chandrashekhar Rao on Tuesday directed Chief Secretary SP Singh to immediately initiate measures for establishing a registrar office for each mandal in the State.

While the existing registrar offices will continue to function from their current locations, the jurisdictions will be changed and new registrar offices will be established as per the Chief Minister’s instructions. The existing registrars will hold additional charge of newly established registrar offices until further arrangements are made.

At a review meeting on revenue affairs and proposed comprehensive land survey programme at Pragathi Bhavan here, the Chief Minister pointed out that the State government was bringing massive land reforms in the Registration Department leaving a little scope for corruption or lethargy. 

The new registration system would be modelled on the lines of core banking system where land registrations and transactions would be updated online within a couple of hours. “For management and digitisation of land records, we should recruit at least 1,000 software engineers in all revenue offices. The officials concerned should make arrangements in this regard,” he added. He wanted the officials to carry out mutation of land on



the same day.

Rao pointed out that earlier the government used to collect agricultural taxes and Pahanis were prepared to facilitate the same. “But, we no longer collect such taxes and instead, the government is going to provide an investment of Rs 8,000 per acre from next year. Hence, we need to examine if 31 columns in Pahanis are necessary. Any redundant records should be removed and land records simplified,” he explained.

He also asserted that language used in land records, Pattadar passbooks and Pahanis should be simplified. The records also would be made available online for land owners to download.

The Chief Minister wanted the officials to maintain village-wise records for government lands, assigned lands, endowment lands, wakf lands, and lands under the holding of government organisations. Further, the numerous revenue courts to resolve land disputes would be closed and only the revenue courts functioning under District Collector and Magistrate will be allowed to deal with land disputes.

As the State government will introduce a separate budget for agriculture from next fiscal, he wanted the Chief Secretary and other officials concerned to prepare modalities for the same.
