The GHMC has decided to take strict action against apathetic citizens who dump garbage on roadsides and urinate or defecate openly in public places. In a formal announcement by D Jayaraj Kennedy, additional commissioner at GHMC, a spot fine or cleaning charge will be levied against individuals who openly urinate or defecate in public places. “We want to implement the Swachh Bharat mission with a goal of achieving a cleaner India by October 2, 2019. In this
regard we are going to influence a behavioural change among citizens to achieve this goal,” wrote Kennedy in his official letter.
However, against the wrong disposal of garbage, the announcement stated that spot fines will only be levied in places where there is ‘routine door to door’ collection of garbage, and an ‘appropriate’ number of public litter bins that are available for waste collection.
