Governor ESL Narasimhan on Monday called upon the State Election Commissioners (SECs) to examine the possibility of recall of leaders elected to local bodies and emphasised on the need for holding the elections to Parliament, Assembly and local bodies in a transparent manner.He also asked the SECs to avoid complaints of removal of names from the electoral rolls. There should be one uniform list of voters for all the three elections, he felt. 
Addressing the 24th All India Conference of SECs here, he felt that steps should be taken to see that the contesting candidates should have some minimum educational qualifications and should be people with clean history. He also opined that by-elections should not be conducted more than twice in one year as repeated elections would hamper development



which was evident in Chhattisgarh.
He said the Election Commission has already started using new technology and modern methods and the SECs should also adopt those methods and create awareness among the people so that every citizen exercised his franchise. 
The Governor observed that there were problems in conducting the local body elections wherein local level officials and staff play a key role. Speaking on the occasion, Chief Election Commissioner Achal Kumar Jyoti said various measures were being taken for smooth and peaceful conduct of elections at all levels using technology, webcasting, CC cameras, social media and observers.
Chief Secretary Rajiv Sharma said the new State of Telangana was facing many challenges and was bringing in reforms for development.
