Andhra Pradesh and Telangana governor ESL Narasimhan will submit a report on the best practices in Raj Bhavan to President Ramnath Kovind on Tuesday.

A five-member committee comprising the governors of Telangana and AP, Himachal Pradesh, Tripura, Uttar Pradesh and Tamil Nadu was constituted in October 2017 to suggest reforms in the institution of governors. Being a senior, governor ESL Narasimhan has been asked to compile the suggestions and come up with a report.

“The governor left for New Delhi on Monday,” sources in the Raj Bhavan said. Narasimhan is likely to meet PM Narendra Modi on Tuesday evening to apprise the developments in both the states, including the law and order situation and other issues. The governor is also likely to brief the PM about allegations levelled by AP BJP floor leader Vishnu Kumar Raju that the governor was favouring Telangana.

Narasimhan is reportedly unhappy with the AP BJP leaders for not condemning the allegation.

Vishnu Kumar Reddy had a few days ago said that the governor had not been clearing a file pertaining to AP on amendment to the AP Agriculture Land Act 2006, lowering the tax rate from 9% to 3% and from 5% to 2% in Vizag and Vijayawada municipal corporation limits.

The BJP leader alleged the file on the same issue pertaining to Telangana was cleared immediately. But Raj Bhavan sources said the governor had not shown any favour to Telangana. “As per the AP Reorganization Act 2014, the Telangana government has the powers to adopt any existing Act within two years of its coming to existence with or without any amendments. The Telangana government had adopted the earlier Act with some amendments. The governor had no role in it,” the sources said.
