The City Traffic Police has started issuing exemption certificates for two-wheeler users who have authentic medical certificates proving their health condition.
According to Deputy Commissioner of Police (Traffic-II) AV Ranganath, about 100 two-wheeler users in Hyderabad have been exempted from using helmets after they met the conditions stipulated for such exemption. “Those who have the exemption certificate can drive two-wheelers without headgear. The initiative was launched since there were many complaints on health issues related to wearing helmets,” he said. But, getting the certificate might not be that easy.
One will
first have to submit a set of requisite medical documents explaining his/her health condition and why he/ she cannot wear a helmet. These documents will be considered authentic only if they are signed and attested by a government medical doctor.
The DCP said detailed discussions on the pros and cons of such an exemption were held before the decision was taken. “An authentic document signed by a government medical doctor is the first rule a commuter should meet to get the certificate issued. In the document, it is compulsory for the doctor to mention the kind of problems he/she is facing or will face while using headgear,” he said.
