Stating that regularisation of services of contract employees in a wholesale manner would not be proper, the Hyderabad High Court on Wednesday directed the state government to file the affidavit justifying its action in amending the AP Public Employment Regulation of Appointments to Public Services and Rationalisation of Staff Pattern and Pay Structure Act 1994 by inserting Section 10A in the Act.

Ramasubramanian was dealing with a petition by Mr J. Shankar Rao and another challenging the GO No 16 issued in the year 2016 amending the Act 1994 to regularise all the contract employees working in various government departments.

The High Court in April 2017 stayed all the further proceedings pursuant to the GO 16. Pointing out that the mass regularisations violate the Public Employment Act, the bench directed the government to file the affidavit.
