Telangana CM KCR meets PM Modi in New Delhi

Chief Minister K Chandrashekhar Rao has sought Prime Minister Narendra Modi’s intervention and support of the Central government in various administrative, development and infrastructure initiatives by the State government in Telangana including sanction of IIIT at Karimnagar, establishment of IIM at Hyderabad and also development of Hyderabad-Nagpur Industrial Corridor. He also wanted the Centre to keep its promises and resolve pending issues pertaining to the State.

During his meeting with the Prime Minister in New Delhi on Friday that lasted for about 50 minutes, the Chief Minister submitted a bouquet of representations with regards to the State. He also explained about various developmental and welfare activities being taken up by the State government.

Chandrashekhar Rao had proposed for establishment of an Hyderabad-Nagpur Industrial Corridor (HNIC) on the lines of Delhi-Mumbai Industrial Corridor, covering a length of 585 km. Hence, he urged the Union government to sanction HNIC as well as Warangal-Hyderabad Industrial Corridor project which will have significant impact on employment generation in less developed region of the country and will lead to immense economic development.

Strongly pitching for the IPS cadre review in the State, the Chief Minister sought an increase of senior duty posts by 29 from the existing 76 to a total 105 senior duty posts in view of formation of 33 new revenue districts as well as subsequent changes in police administrative reorganisation through Presidential Orders. The resultant increase in total IPS cadre will be from 139 to 195. 

“The allocation will help the posting of IPS officers as Commissioners/ Superintendents of Police/ Zonal DIGsP/Multi Zonal IGsP in various territorial units. At present these territorial units have no sanctioned Cadre posts,” he said in one of the memoranda submitted to the Prime Minister.

Chandrashekhar Rao sought a one time grant-in-aid of Rs 1,000 crore from the Union government for establishment of the proposed integrated state-of-the-art Textile Park at Warangal. The textile park requires an investment of about Rs 1,600 crore for developing necessary infrastructure as per international standards. 

The State government is developing the proposed integrated textile park in an area of about 2,000 acres where an extent of over 1,000 acres has



been already acquired and the balance acquisition is scheduled to be completed soon.

In addition to existing nine Jawahar Navodaya Vidyalayas (JNVs) in the State, the Chief Minister requested the Centre to establish 21 new JNVs to cover the newly-formed rural districts in Telangana.

Telangana is one of the States qualified for getting roads under Pradhan Mantri Grameen Sadak Yojana (PMGSY) programme with around 4,000 km of road length sanctioned. The Centre was requested to upgrade the entire eligible length of these roads from 3.75 metres lane to 5.5 metres bituminous pavement. 

Further, the Chief Minister sought additional funds to the State under PMGSY from Union Ministry of Rural Development to improve road connectivity in the backward areas of Telangana, as mandated in the Andhra Pradesh Reorganisation Act.

Chandrashekhar Rao sought 100 per cent funding for constructing road networks in the Left Wing Extremism (LWE) affected areas instead of putting them in the CSS (Centrally Sponsored Schemes) format where States contribute 60 per cent of expenditure with the Centre’s share of 40 per cent. He said the internal security issues were of national importance and these road works to improve connectivity in remote areas, were very crucial for development, besides providing accessibility for the security forces.

The Chief Minister said as per the Centre’s policy of establishing one Indian Institute of Management (IIM) per each State, it has sanctioned 10 new IIMs in different States over the past 10 years. He requested the Prime Minister to instruct the Union Education Ministry to sanction an IIM at Hyderabad, for which the State government was ready to provide required land on the premises of University of Hyderabad which has more than 2,000 acres of land, allotted by the State government.

He had also sought setting up an Indian Institute of Information Technology (IIIT) at Karimnagar under Public-Private Partnership model of the Union Education Ministry. He requested the Prime Minister to expedite the work for setting up a Tribal University in the State as promised in the Andhra Pradesh State Reorganisation Act, 2014. He said the State government had already identified 200 acres land near Warangal and the representatives of the Union government also agreed over its location.
