The Telangana government has launched a survey/enrolment of non-agricultural properties in gram panchayats, municipalities and municipal corporations, including the GHMC limits, to update details on the Dharani portal for issue of non-agricultural pass books. This exercise can be completed at GHMC citizen service centres, Meeseva or logging into the meeseva link.

GHMC has appealed to citizens to enroll their property details, Aadhaar card number and perform EKYC against their properties by visiting GHMC citizen service centres, Mee Seva or by visiting the ts.meeseva.telangana.gov.in website. Before commencing the exercise, one has to keep the Aadhaar card, property tax receipt, water connection number, electricity bill, plot area, undivided share in case of residential flat and other details close by, as these details will have to be uploaded onto the portal. One can upload the details over the Meeseva portal and it hardly takes a few minutes to complete the entire exercise.

The Municipal Administration and Panchayat Raj departments have instructed their municipal and gram panchayat staff to collect details and upload them through a dedicated application (TS NAB) by visiting each and every household in their respective civic body limits. As per guidelines and user guide, gender, caste, Aadhaar and mobile number are



mandatory.

The government announced that the exercise was being taken up to update or register un-assessed properties, which were not in the municipal or panchayat records. However, officials of both departments are updating details of even assessed property records as many have not updated their property details like mutations (by issuing a temporary PTIN).

Since the data will be used for even property registration purposes, details like Aadhaar number, family members, owner or joint owners’ photographs, pattadar passbook details are being collected. Apart from them, details like property usage, plot survey number, extent, undivided area and built up area are to be incorporated in the records.

The enumerator will seek pattadar passbook details of the owner, if he/she does not have any passbooks, food security card, or Jan Dhan account or Aasara pension or MGNREGA job card should be collected. 

The municipal and panchayat staff have been asked to collect details of power connection and water connection details. On successful submission of all details, an authentication acknowledgement will be issued. Later, after verification and confirmation of all the details uploaded by the user, non-agricultural passbook will be issued to the owner, GHMC Zonal Commissioner V Mamatha said.

I OWN a Residential-cum-Commercial Property in NetajiNagar Village, Yousufguda. The Propeety was Eecuted & Registered by the Court in 2003. Some anti-social elements were sheltered by Judgment Debtor with active conniavance of GHMC Officials. In the process, my Application for Mutation with all Legally Valid Documents. GHMC called upon me to clear the Property Tax Rs. 21190/ outstanding for over 13 yrs. I paid by Crossed Chq. and within hours GHMC diverted the chq amount and made a lady the OWNER of House. So much so, under its protective Wings 5 anti-social elements are made OWNERS /P.Os. The EKYC Application was Prefilled by TWO of them. On 7-10-20, I approached Dy.Commissioner, REFUSED to consider my GRIEVANCE TO HONOUR MY CLAIM vs his PATRON OWNERS. Is DHARANI PROGRAMME MEANT TO PROTECT PROPERTY GRABBERS by GHMC. I am 83 years old living in KPHB Colony, the Property is about 10 km away. KINDLY ADVICE ON THE SCOPE OF DHARANI etc etc.

How GHMC will Check information provided is correct from owners, they may provide wrong details of Land area, if they occupies the land of others/government and enter in Dharani portal without proper registration document for mutation. that will be regularized without any check?

mobile no linked to the aadhaar is changed.hence not getting OTP.Modification to be done suitably to check name on the aadhaar and name in the property document and to send OTP to the mobile no provided by the landlord/owner.Alternatively passport details or bank account details may be taken

We have an ancestral house in our village and in the Panchayat records my grand father's name is listed. He expired long ago and we have not transferred it yet into our names or our parents names. Now if we have to register it in Dharani portal, how do we use the aadhar card as my grand father passed away before Aadhar cards were introduced but for this portal Aadhar is mandatory.

mutation of properties are now carried out in GHMC office based on the registered documents furnishef by sub registrar through website. Unfortunately without going through the actual schedule property transferred through the said registered instrument gift deed etc, the existing name of the owner is arbitrarily changed. No one is prepared to entertain the grievance and rectify the error. Senior citizen is subjected to harrassrment. Contact email id or telephone number and name of the official in central office incharge of system control is not known to the public. No transperancy. Unless the name of the propertyholder is reflected in the PTIN data base, the uploading of other details in DHARANI PORTAL is not possible. No specific guidelines. No details of nominated officiala for sorting out such grievances are not available on ghmc site.

Can you give me reply.ehy this government is playing with the public for this sake since everyone has got the taxes paid receipts.

The house owner is my grand mother has two sons but in property one son is residing, other son family is out station, not entered his family members details in to portal. When can we get chance to enter full family details in to the portal with correction on it?

Dear Sir, I stay in USA and currently, i don't have Aadhar card. As you know, due to COVID, we are not able to travel. How can i register now and probably submit the Aadhar card later, once i get it? can we enter the details of the passport instead? I'm sure there would be quite a lot of people in USA who don't have Aadhar, what are the options for us? appreciate some direction.
