The Stamps and Land Registration department is set to become the first major revenue earning department in the State to introduce e-payments for all its transactions from February 1. 
According to senior officials of the department, this would help the State government to overcome the impact of demonetisation. The sources said that services like vending of stamps, land registration, issuance of Encumbrance Certificates (EC), sale deeds, firm registrations and marriage registrations will be available through digital payments directly at all 141 Sub registration offices.
Top officials of the State registration department told The Hans India that a new software has been developed for this purpose which would ensure that the customers make payments through digital mode for all the services offered in the registration offices. 
The authorised banks which issue challans would also accept digital payments from the



customers.The officials said that the department had already introduced ‘e- stamp challan’ an integrated online payment system and a hassle free platform for the payment of registration fees. 
The adoption of digital payments would help to boost realty trade which has been hit hard under the influence of the demonetisation.After the demonetisation, revenues from land registrations fell down to an all time low in November and December. 
As against the target of Rs 17 crore per day, the department could earn only between Rs 10 to Rs 12 crore.  Officials said that government is also planning to offer some incentives to those who opt for digital payments for land registrations and promote the same in a big way in the future.
The government has come to a conclusion that it would not achieve the target of Rs 4,200 crore set this year from the land registrations due to the negative impact of demonetisation.
