Telangana will witness the launch of a one-of-its-kind ‘clean and green’ initiative, a comprehensive 30-day people’s movement aimed at transforming the rural landscape, on Friday.
The brainchild of Chief Minister K Chandrashekhar Rao, the ambitious “30 Day Action Plan” to be implemented across the State, not only aims at bringing about awareness among the villagers on the need for hygienic surroundings and increasing green cover, but also attempts to inculcate a sense of ownership among the rural folk over the development of their respective areas.
In the run-up to the launch of the programme, the Chief Minister has been consistently pitching for a coordinated effort of elected representatives, officials and public to ensure its success. The programme covers the entire gamut of social and infrastructure development to be implemented as per a well-chalked out day-to-day plan of action, which includes an entire week devoted for energy-related issues.
Describing himself as the “chief public servant” of the State at a recent preparatory meeting, Chandrashekhar Rao said his vision was to develop rural Telangana in a manner that the State stands out as a model for others to emulate in the country. The government, he said, had already done the spadework in
the form of administrative reforms, bringing in new laws that empower the Panchayat Raj system, appointing special officers and ensuring allocations of sufficient funds.
“If people and their representatives work together with commitment, then nothing can stop the development of the villages,” Chandrashekhar Rao said. The Chief Minister, using the ‘carrot and stick policy,’ was also quick to point out that while good work would be rewarded, laxity would not be encouraged and indicated that there would be some kind of negative markings for indifferent attitude.
The Chief Minister emphasised that the new Panchayat Raj Act was brought in to restore the past glory to the Panchayat Raj System. “The new Act will facilitate a mass movement that should sweep across the State, ensure extensive participation of people in village development and progress, pave the way for development based on planning, turn villages into clean and green places, spend funds prudently in a planned manner, ensure a transparent and active administration and fix responsibility and accountability among officials and elected representatives.
The Chief Minister expects the results of the mass movement to be reflected in rural Telangana by Dasara.
