Ukraine has accused the Russian military of attacking civilian infrastructure in the country. Ukrainian officials said the Russian military targeted water facilities and a thermal power station in Kharkiv, the second largest Ukrainian city, causing widespread blackouts.
Local media reported that blackouts affected millions of people in the eastern Kharkiv and Donetsk
regions.
The Kharkiv city Mayor Ihor Terekhov accused Russian forces of scorched-earth tactics, saying its military operation on civilian infrastructure left much of his city without power or water on Saturday evening. However, the mayor announced that power is now restored. On other hand, Moscow denies the allegation that its forces deliberately target civilians.
