Both Houses of Parliament were adjourned sine die on Friday in what was one of the frostiest winter sessions. In his concluding address, Rajya Sabha Chairman Jagdeep Dhankhar exhorted the members to rise above “political differences and restore the sanctity of parliamentary discourse” and Lok Sabha Speaker Om Birla issued a stern warning prohibiting parliamentarians from protesting or holding demonstrations within parliamentary premises.
The session was marked by debate on the Constitution’s 75th anniversary, notice of no-confidence moved by the Opposition against Mr. Dhankhar, Opposition notice to initiate proceedings for impeachment of Allahabad High Court judge and concluded with a slugfest on alleged insult of the architect of Constitution Dr. B.R.
Ambedkar.
Amid the acrimonious atmosphere, the government managed to introduce the controversial Bills — the Constitution (129) Amendment Bill, 2024 and the Union Territories Laws (Amendment) Bill, 2024 — to give effect to “One Nation One Election”. The two Bills now have been sent to a 39-member joint select committee, which has to deliver its report by the last week of the next session.
The session also saw the two sides moving a flurry of breach of privilege motions against each other. The Opposition in both Houses moved a motion against Home Minister Amit Shah and in the Lok Sabha, the ruling party moved a motion against Leader of the Opposition Rahul Gandhi.
