In Uttar Pradesh, the Budget session of the state legislature is all set to begin today. The budget for the 2016-17 will be presented by Chief Minister Akhilesh Yadav in the House on 12th of February, while the session is likely to conclude on 11th March. Governor Ram Naik will address the joint session of the state legislature today.Mr Naik will be welcomed under the new protocol rules in the Assembly.
He will be welcomed by the Chief Minister, Parliamentary Affairs Minister and the Chief Secretary who will escort him to the Vidhan Sabha. The protocol will be similar to the one that is followed when the President addresses the joint session of Parliament
and this has been adopted on the request of Mr Naik. However, the opposition BSP, Congress and Rashtriya Lokdal have criticised the new protocol saying it to be like British era diktats.
Keeping in mind the practice of opposition parties protesting during the Governor's address every year, Mr Naik has appealed to leaders of all the political parties to listen to his address patiently. The session is expected to be stormy as issues like law and order, drought, the failure of the government to revise sugarcane prices for the third successive year, and alleged neglect of arid Bundelkhand region will be used by opposition to corner the government.
