Delhi Lieutenant
Governor Najeeb Jung has set up a three member committee to examine
irregularities in the files submitted to him by the AAP government, after the
Judgement of Delhi High Court. The High Court had ruled that the Capital
continues to be a Union Territory under the administrative control of the Lt
Governor and does not acquire the status of a State.
The committee will comprise former Comptroller and Auditor General V K Shunglu, Chief Election Commissioner N. Gopalaswami and Chief Vigilance Commissioner Pradeep Kumar. An official release said, the committee will examine the role of public functionaries and fix responsibility.

recommend administrative, criminal, civil action as well as action for recovery
of financial loss to Government exchequer, if any, by such wrong decisions. It
will also recommend whether the decisions on files can or cannot be regularized
by the Lt. Governor. The Committee has been asked to submit its interim reports
and recommendations within six weeks of the first meeting.
Principal Secretaries and Head of the Departments of Delhi government were directed to review instances where prior approval of the Lt. Governor was required but was not obtained, and to place all such matters before him. About 400 files have been received for ex-post facto approval of the Lt. Governor and some more files are awaited.
