Former Union Minister and Congress leader P Chidambaram said yesterday that on coming to power at the Centre the I.N.D.I.A bloc would enact a special law to bring into effect the legal principle established by the Supreme Court that bail is the rule, and jail is the exception.
Addressing a press conference in Thiruvananthapuram today, he said, it was a great son of Kerala, Justice Krishna who emphasised this principle. He said that this rule is rarely followed in the lower judiciary. He questioned, if 65 per cent of the
prisoners are under trial and are not convicts, so why are they in jail? He added that 90 per cent of the undertrials are OBCs, SC and STs. He said, everybody should be granted bail after the first 15 days of police or the CBI custody.
Mr Chidambaram also said that the I.N.D.I.A bloc will repeal the Citizenship Amendment Act (CAA) and the three criminal laws brought by the BJP government. He said, another 25 laws will be amended and brought on par with the Constitution.
