RS Deputy Chairman Harivansh says proceedings of the House should be conducted in structured manner

New Delhi: Rajya Sabha Deputy Chairman Harivansh has termed the allegation of Leader of Opposition Mallikarjun Kharge that he disallowed him from speaking in the House as factually incorrect.

Giving ruling on the issue, Mr Harivansh said, the proceedings of the House have to be conducted in a structured manner and if everyone is allowed to speak at the same time, there will be chaos and this would send a wrong picture to the people



outside.

Noting that there is freedom of speech available to members to raise any issue on the floor of the House, he said, however, such freedom is subject to the provisions of the Constitution and it is not free for all.

He emphasised that all members should adhere to rules of the House to ensure that justice is done to the cause for which they have been sent to the House.
